Does it really matter who did it and why? Nobody deserves to be shot in the head! It was a cowardly act that did nothing for the Philippines' reputation as a retirement or tourist destination! Maybe the guy did leave himself wide open for trouble because of his behaviour. However, an execution style killing of a foreigner in a crowded restaurant will only harm the Philippines and add to its reputation as a lawless country.
